The law
Exit permit (EPO): ending your stay permit when you leave Indonesia for good
A foreigner who holds a limited stay permit (ITAS, the card called KITAS) or a permanent one (ITAP, KITAP) and means to leave Indonesia for good applies for an exit permit only (EPO) before the permit runs out. This page sets out who applies and what is attached, the steps and the two time limits (3 working days for the office, 7 days to leave), the fee, what the texts say about handing a permit back, and what the sponsor or the employer must do. The permits themselves are on the page on KITAS and KITAP. Tax and the company are on the pages on taxes when leaving and on closing a company.
How to read this page
This page is for a foreigner who holds a limited stay permit (ITAS) or a permanent stay permit (ITAP) in Bali and plans to leave Indonesia for good, for a family member, and for the sponsor or the employer who has to act. It sets out what the texts say, with the article, and says where they are silent or differ. It is general information, not legal advice.
The words. The exit permit only (EPO) is what immigration calls the permit to leave Indonesia and not come back. The regulation calls it "izin meninggalkan Wilayah Indonesia dan tidak untuk kembali (exit permit only)" (Permenkumham 22/2023 Pasal 144(1)), and the elucidation of PP 31/2013, in its article on ship crews, defines the term as a permit to leave Indonesia and not return (Penjelasan Pasal 16 ayat (2) huruf b, restated by PP 40/2023). It is not a visa. The sponsor (penjamin) is the person or company that answers for a foreigner's presence and activity (Pasal 1 angka 18). The responsible person (penanggung jawab) is the Indonesian spouse, parent or child of 21 or older who answers for a foreigner on a family permit (Pasal 1 angka 21, Pasal 193(2)). A day written "Hari" in this regulation is a calendar day (Pasal 1 angka 36, restated by Permenkumham 11/2024); a working day is written "hari kerja".
The texts used are those in force on 6 October 2026: UU 6/2011 on immigration as amended by UU 6/2023 and UU 63/2024; PP 31/2013 as amended by PP 40/2023; Permenkumham 22/2023 on visas and stay permits as amended by Permenkumham 11/2024; the fee regulation PP 45/2024; and, for the employer, PP 34/2021 and Permenaker 8/2021. The BPK record of Permenkumham 22/2023 shows one partial revocation, by Permenimipas 3/2025 (Pasal 43, 45 and 52 to 55, none of them used here), and the amendment of 2024. The BPK record of PP 45/2024 shows a partial revocation by PP 30/2026 that does not touch the item used here. We found no later text on ending a stay permit.
Not covered: the permits themselves, extending a permit and the charge for overstaying (the pages on KITAS and KITAP and on extending or changing a visa); tax when you leave and closing a company (the pages on taxes when leaving and on closing a company); the house, the lease and the money (the page on selling and leaving). This page cites no criminal provision. Those near the immigration duties, as restated by UU 1/2026, are in the table of penalties on the page on extending or changing a visa.

Which situation is yours
The rows say which route fits each situation. The article of each is in the right column, and the sections below give the detail. The other ways a permit ends are in the last table of the page on KITAS and KITAP.
| Situation | What the texts say | Source |
|---|---|---|
| Your ITAS or ITAP is valid, you are in Indonesia and will leave for good | Apply for the EPO before the permit ends, through the application, with the passport and the permit. The EPO ends the permit. Leave within 7 days of its issue. | Pasal 144(1), (2) and (6) |
| Your ITAS or ITAP is valid and you are already abroad, not coming back | The foreigner, the sponsor or the responsible person may end the permit by the same kind of application, with the passport and the permit. The result is a termination letter (Surat Pengakhiran Izin Tinggal) sent electronically, at most 3 working days after payment. | Pasal 145(1) to (6) |
| Your permit ran out while you were abroad | No EPO is needed, for the holder or for the family. | Pasal 145(7) |
| You are on a visit permit (visa exemption, visa on arrival, visit visa) | The EPO is for ITAS and ITAP only. A visit permit ends when the holder goes back to his country or when it runs out. | Pasal 144(1); UU 6/2011 Pasal 51 huruf a and b |
| You stay in Indonesia with another sponsor or another permit | Not an EPO. The guarantee can be moved to another person or corporation with proof such as the end of the work contract. That route is on the page on extending or changing a visa. | Pasal 192(3) and (4) |
| You become an Indonesian citizen, register a child as a dual national or receive another immigration facility | The permit ends on that ground, not by an EPO, and the holder must return it to the issuing immigration office. | Pasal 143(1) huruf f, h and i, (4) |
| Your permit is cancelled, or you are deported | A different route: the officer orders you to leave within 7 days of the cancellation or deportation stamp. See the pages on KITAS and KITAP and on detention and deportation. | Pasal 142(1) to (3) |
| You leave and do not apply | No text makes an EPO a condition of leaving, and we found no penalty for leaving without one. The regulation says that a holder who wants to end a valid permit applies. The permit also ends by law when the holder goes home and does not mean to return. See the section on what the texts leave open. | Pasal 144(1); Pasal 143(1) huruf a; UU 6/2011 Pasal 53 huruf a |

Who applies, and where
Who applies. The foreigner, the sponsor or the responsible person applies to end a valid ITAS or ITAP by an application for the exit permit only (Pasal 144(1) and (2)). It goes to the Director General, the head of the immigration office or the official who issued the permit, before the permit ends, through the application, with a valid passport and the ITAS or ITAP attached (Pasal 144(2)). The Ngurah Rai immigration office describes the route: the sponsor makes an account on the e-visa site, applies from the matching sponsor account, uploads the papers, pays, waits for the office to check, and receives the permit. Its notes say the application is made before the stay permit ends and that every uploaded file is a colour scan of the original (page read on 6 October 2026).
Refusal. The regulation names one ground on which an EPO is refused: a request from an agency of the central government (Pasal 144(7)). It names no other, and it sets no check of tax or other obligations among the steps of Pasal 144(3).
When the foreigner may apply alone
When the sponsor or the responsible person cannot apply, the foreigner may apply himself (Pasal 144(5)). What he attaches depends on what the permit rests on.

|---|---|---|
| Work, as a worker or an expert | A statement that the work contract has ended or the work relationship is over (keterangan pemutusan kontrak kerja atau berakhirnya hubungan kerja) | Pasal 144(5) huruf a |

The steps and the two time limits
The regulation names the steps of the office and two time limits. The second row is what one Bali office asks in practice; other offices ask other papers.
| Step | What happens | Source |
|---|---|---|
| 1. Apply | The foreigner, the sponsor or the responsible person applies through the application before the ITAS or ITAP ends, with a valid passport and the permit. The office receives the application. | Pasal 144(2) and (3) huruf a |
| 2. The papers | The regulation asks only for the passport and the permit. The Ngurah Rai office lists for an EPO: the sponsor's request letter, the sponsor's identity card (KTP), the passport biodata page, the last stay permit page, the ITAS or ITAP, the visa (E-Visa), the departure ticket and proof that it is paid. For a family permit it adds the marriage certificate or the children's birth certificates and the passport page and permit of the spouse or parent. For a worker it adds the RPTKA notification and the proof of the compensation fund payment (called DPKK on the page). For an investor it adds the ministry decree on the company, the NIB and the company's NPWP, and for a remote worker the work contract. | Pasal 144(2); Ngurah Rai page |
| 3. Pay | The office checks that the immigration fee has been paid. The fee is Rp100,000 a person (next section). | Pasal 144(3) huruf b |
| 4. Approval and issue | The office approves the permit and sends the EPO electronically to the foreigner, the sponsor or the responsible person. This is done at most 3 working days after the payment is received. The EPO is one of the virtual documents of the stay permit service. | Pasal 144(3) huruf c and d, (4); Pasal 161(1) huruf f |
| 5. Leave | The foreigner must leave Indonesia at most 7 days after the date the EPO is issued. These are calendar days. | Pasal 144(6); Pasal 1 angka 36 |

The fee
The amount. Rp100,000 a person. The annex of PP 45/2024 lists under immigration services (III), immigration permits (C), item 5, the "Izin Meninggalkan Wilayah Indonesia untuk Tidak Kembali (Exit Permit Only)" at Rp100,000 per person (per orang). The Directorate General's fee page and the Ngurah Rai fee page, both read on 6 October 2026, show the same item and figure. The fee is per person, so a family pays for each member: for four people, Rp400,000 (our arithmetic).
Still in force. PP 30/2026, in force since 1 August 2026, revokes the tariffs of five other groups in PP 45/2024: legal services, functional training of legislative drafters, intellectual property, use of facilities and assessment of civil servants (Pasal 9). Immigration services are not among them, and the regulations that implement PP 45/2024 stay in force as far as they do not conflict with PP 30/2026 (Pasal 8). The BPK record of PP 45/2024 shows it as partly revoked by PP 30/2026 and otherwise in force.
Rp0. PP 45/2024 Pasal 5(5) allows immigration permits to be charged at Rp0 for eight groups of foreigners, among them those needed to handle a force majeure and a foreigner married to an Indonesian who lives in Indonesia and cannot pay. Permenimipas 14/2025 Pasal 18 sets how. The permits it lists (Pasal 18(2)) are the visit permit, the ITAS, the ITAP and the re-entry permit, and it does not name the exit permit. We found no text that sets the EPO at Rp0.
A conflict between pages. The page of one immigration office (Yogyakarta, read on 6 October 2026) says an EPO takes at most 3 working days and costs nothing. PP 45/2024 and the national fee page say Rp100,000. We follow the regulation. Ask the office what it charges before you pay.

The 7 days, and what the texts leave open
The period. "Paling lama 7 (tujuh) Hari terhitung sejak tanggal penerbitan" (at most 7 days from the date of issue): the foreigner must leave within 7 days of the date the EPO is issued (Pasal 144(6)). The regulation defines "Hari" as a calendar day (Pasal 1 angka 36), so weekends count. The 3 days for the office to issue are working days (hari kerja, Pasal 144(4)). The count starts on the issue date of the electronic EPO, not on the day you apply or pay (our reading of "sejak tanggal penerbitan").
Not a cancellation. A cancelled permit carries its own order to leave within 7 days of the cancellation or deportation stamp, with that stamp in the passport (Pasal 142(1) to (3)); see the pages on KITAS and KITAP and on detention and deportation. Pasal 144(3) lists four steps for an EPO, and none is a stamp in the passport. The page of one office says the EPO is a stamp put in the passport (Jakarta East, read on 6 October 2026). Ask what you will receive.
What the texts leave open. Pasal 144 says what the foreigner must do and not what follows if the 7 days pass. The general rule on staying on, UU 6/2011 Pasal 78, speaks of a permit "yang telah berakhir masa berlakunya" (whose validity has ended) and sets a charge for less than 60 days and deportation and a ban for more; the amounts are on the page on extending or changing a visa, section Overstay: what the law says. We found no text that says whether Pasal 78 applies to the days after an EPO, or what a delay of a day or two costs. Our suggestion, not a rule: book the departure with a margin inside the 7 days. If a flight fails, tell the office that issued the EPO before the 7 days end, and keep the proof.

Handing the permit back: what the texts say
What the EPO is as a document. It is sent electronically (Pasal 144(3) huruf d). The regulation lists the "exit permit only virtual" among the documents of the stay permit service, and the Director General sets their form (Pasal 161(1) huruf f and (3)).
The duty to return a permit. Pasal 143(4), added by Permenkumham 11/2024, says that a holder of an ITAS or ITAP whose permit ends because he becomes an Indonesian citizen, registers as a dual-citizenship child or receives another immigration facility "wajib melakukan pengembalian Izin Tinggal ke Kantor Imigrasi penerbit" (must return the stay permit to the issuing immigration office). These are the grounds of Pasal 143(1) huruf f, h and i. The EPO is not among them. We found no article that tells the holder to hand in the ITAS or ITAP card, or the printed card, when an EPO is issued.
On request. An immigration officer who supervises may ask a foreigner to hand over the travel document or the stay permit (UU 6/2011 Pasal 71(1) huruf b, as amended by UU 6/2023).
Offices word it differently. The Ngurah Rai list asks for scans of the permit and the passport pages. The Jakarta East page calls the EPO a stamp that shows the permit "has been returned or ended officially" (telah dikembalikan atau diakhiri secara resmi). If you hold a printed card, ask the office when you apply whether to bring it, and keep the electronic EPO, the proof of payment and the message it came with.
Not the re-entry permit. The re-entry permit (izin masuk kembali, "ERP" on some office pages) is the permit for coming back on the same ITAS or ITAP. It is given to every holder and is valid for several trips (UU 6/2011 Pasal 64(1), (2) and (4), and (3) as amended by UU 63/2024); its rules are on the page on KITAS and KITAP. On the Ngurah Rai page "ERP tidak kembali" (terminate stay permit) is the route for a holder who has already left and lists the departure stamp among its papers. It matches Pasal 145 (our reading).

The sponsor or the responsible person
The duties. A sponsor answers for the foreigner's presence and activity and must report every change of civil status, immigration status and address (UU 6/2011 Pasal 63(2), as amended by UU 6/2023; Permenkumham 22/2023 Pasal 192(2)); the responsible person has the same duties for a family permit (Pasal 193(3)). The sponsor or the responsible person may file the EPO (Pasal 144(1) and (2)).
The cost of removal. The sponsor must pay the cost of sending home or removing a foreigner whose permit has run out or who is deported (Pasal 63(3), as amended by UU 6/2023). An EPO is neither event, and we found no text that makes a sponsor pay for the ticket of a foreigner who leaves on an EPO.
Changing instead of ending. A foreigner who stays may move the guarantee to another person or corporation, or use an immigration guarantee, with the proof the regulation lists, among them the end of the work contract or of the shares or office (Pasal 192(3) and (4)). That route is on the page on extending or changing a visa.
A guarantee instead of a sponsor. A foreign investor may give an immigration guarantee in place of a sponsor (the page on visas and stay). Its term is that of the stay permit (PP 31/2013 Pasal 171D(5), as amended by PP 40/2023), and the bank account is opened and closed under the rules on bank accounts (Pasal 171D(8)). We found no text on when and how the money is released when a permit ends early by an EPO. Ask the bank and the immigration office.

An employer: the end of the work agreement, the RPTKA and the fund
Send the foreigner home. An employer of a foreign worker must send the worker back to the country of origin after the work agreement ends (PP 34/2021 Pasal 7(1) huruf c).
Report the end. The employer must report to the Manpower Minister a work agreement of a foreign worker that has ended or was ended before its term (PP 34/2021 Pasal 32(3)). The report goes to the Minister through the Director General on Format 12 (Permenaker 8/2021 Pasal 44(3) and (4)).
If it does not. Failing to report an ended agreement stops the processing of the employer's applications for ratification of its plan (RPTKA) for at most 3 months. The stop states what the employer must do, and if it does not, the ratification is revoked (PP 34/2021 Pasal 39(1) huruf e and (2) to (4); Permenaker 8/2021 Pasal 54(1) huruf e and (2) to (4)). The other sanctions of the employer are in the table of sanctions on the page on working legally.
What we did not find. The RPTKA is the plan to use a foreigner in a given post for a given time, and its ratification is the approval of that use (PP 34/2021 Pasal 1 angka 4 and 5). We found no article in PP 34/2021 or Permenaker 8/2021 that ends or revokes the ratification because the foreigner's contract ended, and none that refunds the compensation fund, which is paid in advance for the period of the ratification. Ask the manpower office what happens to the unused months.
The work contract. Notice, severance and the other rules for ending an employment are on the page on employing staff. This page covers only the stay permit and the reports.
What else the texts attach to leaving
A bar on leaving. An immigration officer may refuse a foreigner permission to leave Indonesia if the foreigner still has an obligation in Indonesia that must be settled under the law (UU 6/2011 Pasal 16(2); UU 63/2024 changed only Pasal 16(1)). The EPO does not clear such obligations: Pasal 144 sets no check of them. What Pasal 16(2) reaches, the bar on leaving and the tax number are on the page on selling and leaving, section If you leave Indonesia: stay permit, exit and tax number.
The population office. A foreigner with an ITAS or ITAP who moves abroad also reports to the population office before the move. The table "Who reports what, and by when" on the page on KITAS and KITAP gives the article and the time limit, and this page adds nothing to it.
Tax and the company. The returns and payments due before you leave and the deletion of the tax number (NPWP) are on the pages on taxes when leaving, on tax deadlines and on selling and leaving. A foreigner who holds shares or office in a company, for example a PT PMA, finds the steps to close it on the page on closing a company. Once he no longer holds office or shares, or the company is no longer active, Pasal 144(5) huruf b lets him apply for the EPO alone.
House, lease and money. Whether a Hak Pakai house can stay in your hands when the permit ends, the lease and taking the money out are on the page on selling and leaving. Carrying cash across the border when you leave has its own declaration rule, in the section Carrying cash across the border on the page on bank accounts.
After the EPO
Coming back. An EPO ends the permit. A later entry needs a visa, or a visa exemption, like any other entry (UU 6/2011 Pasal 8(2)); the pages on visas and stay and on extending or changing a visa list them. We found no text that makes an EPO a ground for an entry ban (penangkalan). The ban in UU 6/2011 is an administrative action against a foreigner who endangers security or does not obey the law (Pasal 75(1) and (2) huruf a), and it follows an overstay of more than 60 days or an unpaid charge (Pasal 78(2) and (3)).
If your plans change. We found no article that cancels an EPO once it is issued. The page of one office says it cannot be cancelled (Yogyakarta, read on 6 October 2026), and we found no text that confirms or contradicts it. Ask before you apply, in particular if you may return within months.
What we could not confirm
What follows if the 7 days pass, and whether UU 6/2011 Pasal 78 reaches the days after an EPO.
Whether the holder must hand in the printed card or the electronic card, and what proof an office gives: an electronic document, a stamp, or both. Offices word it differently.
Whether one application can cover a family. The fee is per person, but the texts do not say how the application of a family is made.
Whether the EPO is ever charged at Rp0. PP 45/2024 Pasal 5(5) lets immigration permits be Rp0 for eight groups, and Permenimipas 14/2025 Pasal 18(2) does not list the EPO. A search result for the page of another immigration office showed Rp0 beside one kind of EPO. That page was under maintenance when we tried to open it, and we did not rely on it.
Whether leaving without an EPO has any consequence, for the foreigner or for the sponsor, beyond the permit ending by law when the holder does not mean to return (UU 6/2011 Pasal 53 huruf a).
What happens to the RPTKA, to the compensation fund paid in advance and to an immigration guarantee when a permit ends early.
How the Bali offices apply the rule today. We read the Ngurah Rai pages. The Singaraja page has no date and asks for an IMTA notification, a word that does not occur in PP 34/2021 or Permenaker 8/2021 (the page on working legally says so). We found no EPO page of the Denpasar office. The papers differ from office to office.
Whether a later regulation changes Pasal 143 to 145 of Permenkumham 22/2023. The BPK record shows only the partial revocation by Permenimipas 3/2025 and the amendment of 2024, and the search results naming Permenimipas of 2026 show none on stay permits. We did not open numbers 4, 5, 6 and 8 of 2026.

Questions to put to the immigration office, the sponsor and the employer
Immigration: I will leave on a given date. By when must I apply, and what will I receive as the EPO: an electronic document, a stamp, or both? On which day do the 7 days start?
Immigration: which papers do you ask beyond the passport and the permit (Pasal 144(2)) for my kind of permit? Do I bring the printed card, or keep it?
Immigration: the fee is Rp100,000 a person. Is it the same for each member of my family, and how is it paid?
Immigration: if my flight changes after the EPO is issued, whom do I tell and by when? Can the EPO be cancelled if my plans change?
Sponsor or employer: will you apply for the EPO, and by what date? If you will not, which statement do you give me so that I can apply alone (Pasal 144(5))?
Employer: will you report the end of my contract to the manpower authority (PP 34/2021 Pasal 32(3)), and will you send me a copy?
Bank, if you gave an immigration guarantee: when is the money released after the EPO, and which paper do you need from immigration?
