A child born in Bali: birth certificate, citizenship and stay permit

A child born in Bali needs papers that depend on the nationality of the parents: a birth certificate from the civil registry office, a citizenship (an Indonesian one, a foreign one, or both for a time when one parent is an Indonesian citizen), a stay permit if the child is a foreigner, and a passport to leave. This page follows them in the order a family meets them and says where the texts leave a gap. The permit procedure is on the page on KITAS and KITAP, and land is on the page on marriage and inheritance.

How to read this page

This page is for foreigners who expect a child in Bali or have just had one, and for couples of an Indonesian citizen and a foreigner. It does not repeat what other pages of this guide already say: how a stay permit is applied for, reported and carried (the page on KITAS and KITAP, section How an ITAS is issued, and the card), what overstay costs (the page on extending or changing a visa), whether a child may hold land (the page on marriage, inheritance and property, section Children and citizenship) and BPJS cover for a newborn (the page on health insurance, section Spouse, children and other family). It is general information, not legal advice.

We used the texts in force on 6 October 2026: UU 12/2006 on citizenship (the status record in the BPK database lists no amendment); PP 2/2007 as amended by PP 21/2022; Permenkumham 10/2023 on the registration of children with dual citizenship; UU 23/2006 on population administration as amended by UU 24/2013, with Perpres 96/2018 and Permendagri 108/2019, for the birth certificate; UU 6/2011 on immigration as amended by UU 6/2023 and UU 63/2024, Permenkumham 22/2023 as amended by Permenkumham 11/2024, and Permenimipas 3/2025 for the child's permit; and Permenimipas 11/2026 on ordinary passports, in force since 28 July 2026, which replaced Permenkumham 8/2014. We also read pages of the Directorate General of Population and Civil Registration, the Directorate General of Immigration, the Ngurah Rai immigration office, the civil registry offices of Badung and Denpasar and the Directorate General of Legal Administration (AHU). Fees are copied only where an official fee page lists them.

A civil registry office (Dinas Kependudukan dan Pencatatan Sipil, called Disdukcapil) registers the birth. Immigration issues the child's permit, the registration of a dual-citizenship child and the affidavit. A foreigner, in the texts Orang Asing (OA), is anyone who is not an Indonesian citizen (WNI) (UU 12/2006 Pasal 7). A second amendment of UU 23/2006 is under discussion between the Directorate General of Population and Civil Registration and the expert body of Parliament (Dukcapil news item of 29 April 2026); we found no enacted text, so this page states the law as it stands.

Where the national text and what an office publishes differ, we say so, and the last section lists what we could not confirm. Lines marked as our suggestion are not law. We name no hospital, clinic, agent or person. What a foreign country's law says about the child, and how to register the birth with your own embassy, are for that embassy: this page says only where an Indonesian text asks for a foreign document.

Four common families at a glance

Each row is the plain case; the sections below give the exceptions. The limited dual citizenship is the one allowed to a child by UU 12/2006 Pasal 6: it lasts until the child must choose, after turning 18.

Registering the birth: who, where and by when

The duty. Every birth must be reported by the residents (penduduk) to the local civil registry office within 60 working days of the birth; the office enters it in the birth register and issues the birth certificate (kutipan akta kelahiran) (UU 23/2006 Pasal 27(1) and (2), as amended by UU 24/2013). The elucidation of Pasal 17(3) of UU 23/2006 says that "hari" (day) means working day (hari kerja) in the articles after it, so we read the 60 days as working days; UU 24/2013 rewrote Pasal 27(1) and 32(1) without repeating that definition, so this reading rests on the 2006 elucidation. Our suggestion, not a rule: count calendar days from the birth, which gives the earlier date. The Act counts a foreigner who lives in Indonesia as a resident (Pasal 1 angka 2), and Perpres 96/2018 gives civil registration services to foreigners who hold a visit permit, an ITAS or an ITAP (Pasal 32(1) and (2)). A family on a visit permit is therefore served too. Whether the duty of Pasal 27 binds a parent who is not a resident, the texts do not say.

Where. The elucidation says the report is made at the office of the place where the resident lives, while the place of birth on the certificate stays the place where the birth happened (Penjelasan Pasal 27(1)). For a foreigner the regulation names the office: for a visit-permit holder the office of the place where the birth happened, for an ITAS or ITAP holder the office of the place where the foreigner lives (Permendagri 108/2019 Pasal 41(3) and (4)). Services run online, with a manual route for a resident who cannot use it (Pasal 39(2) and (3)).

Cost and time. The issue of a civil registration document is free of charge (UU 23/2006 Pasal 79A, inserted by UU 24/2013; its elucidation says this covers a new issue, a replacement and a correction). The 2026 service standard of the Denpasar office lists 1 working day and no fee for a foreigner's birth certificate, and the Badung page lists the service as free.

If you are late. After 60 working days the registration and the issue of the certificate wait for a decision of the head of the office (Pasal 32(1), as amended; the working-day count rests on the 2006 elucidation, as for Pasal 27(1)). The 2006 text sent a birth reported after one year to the district court; UU 24/2013 deleted that paragraph. The Act does not say what the head looks at, and the Badung page lists a form for a birth over 1 year, which we did not read. A resident who reports late is liable to an administrative fine of at most Rp1,000,000 (UU 23/2006 Pasal 90(1) huruf a and (2)). Under Perpres 96/2018 the fine is set by regional regulation, after an oral and a written warning and with regard to the resident's means (Pasal 73 and 76). We did not read the regional regulations of Bali.

No immigration papers. A foreigner who has no immigration documents and has a vital event in Indonesia, such as a birth, can be given a statement of the event by the Disdukcapil of the place where it happened, on proof of the event from the competent party. It is a statement, not a birth certificate (Perpres 96/2018 Pasal 77; Permendagri 108/2019 Pasal 95 and 96).

Parents who are not married, or whose marriage is not recorded

The certificate follows the proof of marriage. If the parents cannot show a marriage book, a marriage certificate or other valid proof and the family card does not show them as spouses, the birth is entered as that of the child of a mother. If the family card shows them as spouses but there is no proof, the certificate names both parents with the words that their marriage has not yet been recorded as the law requires (Permendagri 108/2019 Pasal 48(1) and (2)). Those rules are written for every birth in Pasal 42, which includes the birth of a foreigner. The marriage itself, and a marriage made abroad, are on the page on marriage and inheritance.

Recognition by the father. For a child of an Indonesian father and a foreign mother, Perpres 96/2018 Pasal 49 asks for the father's statement of recognition approved by the mother or, where the mother is a foreigner, a court decision on the recognition (huruf a), and a statement of a religious leader that a marriage took place (huruf b). Pasal 51(1) says that the recognition of a child born outside a marriage valid under religion or belief is recorded on a court decision. Where the mother is a foreigner, both lead to a court decision, as does the elucidation of UU 12/2006 Pasal 4 huruf h. That article of the citizenship Act makes a child of a foreign mother whom an Indonesian father recognises before the child is 18 or marries an Indonesian citizen, and its elucidation says the recognition is proved by a court decision. The Ngurah Rai immigration page lists a court decision on recognition among the papers for a child born outside a valid marriage. Our suggestion, not a rule: ask the Disdukcapil and immigration which proof each wants before you go to court.

Which citizenship the child has

UU 12/2006 Pasal 4 lists who is an Indonesian citizen by birth; these are the lines that matter in Bali. The Act follows descent (ius sanguinis) and gives citizenship for the place of birth only in limited cases; its general elucidation says the Act in principle does not know dual citizenship and allows it for children as an exception. A valid marriage (perkawinan yang sah) is a term of the Marriage Law.

A dual-citizenship child: the registration the parents must make

Who and by when. The parents or the guardian must register the child (Permenkumham 10/2023 Pasal 3(1); PP 2/2007 Pasal 59(1)). The children covered are listed in Permenkumham 10/2023 Pasal 2 by their parentage: a child of a valid marriage of an Indonesian and a foreigner, a child recognised by an Indonesian father, a child of two Indonesians born abroad where that country gives citizenship, and the others named there. We found no deadline in days and no penalty for not registering. The Directorate General of Immigration wrote in September 2025 that parents must register the status before the child is 18, and a child's Indonesian passport needs the proof of registration (Permenimipas 11/2026 Pasal 7(1) huruf h).

Where and how. At the immigration office that covers the child's home, or at an Indonesian representation abroad, electronically through the immigration website (Permenkumham 10/2023 Pasal 4). The Yogyakarta immigration office writes that since 12 March 2026 these services have moved to the e-visa site: the Indonesian parent or guarantor opens a guarantor account, chooses E-Citizenship and the service Pendaftaran Anak Berkewarganegaraan Ganda, and a family that registered before 12 March 2026 must register again (Pendaftaran Ulang) with the number of its earlier certificate. The Ngurah Rai office page describes the same e-visa route and a re-registration for a family that already holds a certificate, without a date. We found no regulation that states the re-registration (Permenkumham 10/2023 does not mention it); it rests on the pages of these two offices.

Papers. The regulation lists the child's birth certificate and or the report of the birth from an Indonesian representation; the parents' marriage certificate, marriage book or divorce certificate; the passport of the foreign parent; the Indonesian passport of the Indonesian parent; for a child whose parents both acquired another citizenship, proof of the loss of Indonesian citizenship; and a recent colour photo of the child on a white ground (Pasal 5(1)). The Ngurah Rai office page, which still names the earlier Permenkumham 22/2012, lists a letter of application and a letter of guarantee from the Indonesian parent, the Indonesian parent's KTP and passport, the birth certificate, the foreign parent's passport and ITAS or KITAP if any, proof of marriage, the family card, a domicile letter from the banjar if the Indonesian parent's KTP address lies outside that office's area, and a court decision on recognition for a child born outside a valid marriage. After filing, the child and the Indonesian parent must come to the office with the originals, on working days between 08.00 and 11.00.

The certificate. The officer checks the papers within 3 working days; if some are missing the applicant has 7 working days to add them or the application is refused; when the papers are complete the registration certificate (Sertifikat Pendaftaran) is issued within 3 working days (Pasal 6(1) to (5); Pasal 1 angka 19 reads Hari as a working day). It is sent electronically, can be downloaded and is printed on A4 paper, and an ordinary passport of the child gets an endorsement (Pasal 7). The regulation names no fee for the registration, and the immigration fee page lists none; it lists Rp500,000 for the affidavit.

At the civil registry office. A child who holds the registration certificate gets a marginal note (catatan pinggir) on the birth certificate that records the Indonesian and the foreign citizenship, made by the Disdukcapil of the district or city or by an Indonesian representation (Perpres 96/2018 Pasal 55(2)). A dual-citizenship child is also given a child identity card, the KIA (Permendagri 108/2019 Pasal 26(2)).

The affidavit: a dual-citizenship child on a foreign passport

What it is. The affidavit is an immigration document attached to the child's foreign passport. It states that the child is a dual-citizenship child and gives the facilities: freedom from the duty to hold a visa, from the duty to hold a stay permit and a re-entry permit, and an entry or exit mark treated as for an Indonesian citizen (Permenkumham 10/2023 Pasal 1 angka 6 and Pasal 8(1) to (3)). The parents or the guardian apply (Pasal 8(4)), at the immigration office that covers the child's home or at an Indonesian representation abroad, electronically (Pasal 9). The Ngurah Rai page says the menu for the affidavit appears in the guarantor's e-visa account only after the registration, or re-registration, is approved.

Papers and fee. The child's foreign passport, the registration certificate and a recent colour photo (Pasal 10(1)). The application is charged the state fee of the Ministry (Pasal 10(2)); the immigration fee page lists Rp500,000 per application. The Ngurah Rai page lists the family papers of the registration besides. Immigration checks within 3 working days after the payment notice and issues the affidavit within 3 working days after the papers are complete (Pasal 11).

How it works. The affidavit is valid as long as the foreign passport and not beyond 3 years after the child turns 18 (Pasal 12(5)). A child who holds one must use the same passport to enter and to leave Indonesia (Pasal 13(1)); the Ngurah Rai page adds that on a foreign passport the officer stamps the arrival or departure card as a dual-citizenship child. The parents must report every change of civil status and citizenship (Pasal 13(2)). The affidavit stops being valid if the child marries, chooses one citizenship or dies (Pasal 14).

A permit the child already holds. The stay permit of a foreigner ends when the foreigner registers in Indonesia as a dual-citizenship child and when the foreigner receives an immigration facility (Permenkumham 22/2023 Pasal 143(1) huruf h and i, as amended by Permenkumham 11/2024). In those two cases the holder of an ITAS or an ITAP must return the permit to the immigration office that issued it (Pasal 143(4)). The page on KITAS and KITAP lists the same two grounds in its table on how a permit ends.

The child's passport, and your own embassy

A foreign passport. Where the child is a foreigner, or a dual-citizenship child who will use a foreign passport, it comes from the parents' country. Contact your embassy: whether the child is that country's citizen, what it asks for, how long it takes and what it costs are for that country and are not covered here. The Indonesian texts depend on it in three places: the application for a visit permit asks for the child's passport or travel document (Permenkumham 22/2023 Pasal 87(2) huruf a), the application for an ITAS asks for the child's valid passport (Pasal 107(2) huruf a), and the affidavit asks for it (Permenkumham 10/2023 Pasal 10(1) huruf a). The permit application is due within 90 days of the birth, so ask the embassy early.

An Indonesian passport. A child who is an Indonesian citizen, dual or not, applies for an Indonesian passport under Permenimipas 11/2026, in force since 28 July 2026, which replaced Permenkumham 8/2014 and its two amendments. The immigration office asks for the KTP of both parents (for a dual-citizenship child, of the Indonesian parent), the family card, the marriage certificate or book while both parents are still married, the birth certificate, the parents' passports where they have one, and, for a dual-citizenship child, the stay permit of a foreign parent and the proof of registration (Pasal 6(1) and 7(1)). Where one of these cannot be given, a signed statement can replace it in listed cases: divorced parents (signed by the parent who has custody under a court order, or by both; where one parent cannot be found, by the other, with confirmation from the village or ward office), a parent who has died, both parents dead (a blood relative in the direct line upwards, with a court order of guardianship), an orphan in care and an adopted child (Pasal 6(2) and 7(2)).

Validity and fee. The passport of a child under 17 who is unmarried is valid for at most 5 years; the passport of a dual-citizenship child may not run beyond the age by which the child must choose (Pasal 3(2) huruf b and (3)). The immigration fee page lists Rp650,000 for an electronic ordinary passport valid for 5 years and Rp350,000 for a non-electronic one valid for 5 years. The Directorate General gave an example in September 2025: a dual-citizenship child who is 18 and has not chosen can be given a passport for at most 3 years, so that it ends at 21.

A child who is a foreigner: the stay permit

The procedure, the card, the reports and the 90 days are on the page on KITAS and KITAP. This section sets out which permit follows which parent's and what a family needs before it can file.

A parent on a visit permit. The newborn can be given a visit permit that does not run longer than the parent's (Permenkumham 22/2023 Pasal 80(3) huruf b and (4) huruf a, Pasal 83). The parent or guarantor applies to the office that covers the home, with the child's passport or travel document, a hospital birth statement or the birth certificate, and the parent's travel document and visit permit (Pasal 87(1) and (2)). The parent must first report the birth to the immigration office, and the application is due within 90 days of the birth (Pasal 87(3) and (4)). After the 90 days the head of the office may still grant it after examining the parents (Pasal 87(5)).

A parent on an ITAS. The child can be given an ITAS that follows the parent's (Pasal 101(2) huruf a, 104(2)). The application goes through the application with the child's valid passport, proof of the guarantee if the parent has a guarantor, a hospital birth statement or the birth certificate, and the parent's passport and ITAS (Pasal 107(2) and (3)). The same two rules apply: report the birth first, file within 90 days of the birth, and later only after the head of the office has examined the parents (Pasal 107(4) to (6)); the permit follows within 3 working days of the payment (Pasal 108).

A parent on an ITAP. A child born in Indonesia to an ITAP holder can be given an ITAP (Pasal 120(2) huruf b, as amended by Permenkumham 11/2024), for the period of the parent's ITAP and at most 5 years (Pasal 121(3)). The papers include the immigration office's statement of the report of the birth (surat keterangan lapor lahir) (Pasal 123(6) huruf d), and the application is due within 90 days of the birth (Pasal 124 huruf b). The child's ITAP does not end when the child passes 18 or marries (Pasal 120(7), as amended).

The report of the birth to immigration. The parent, the guarantor or the responsible person reports it through the application, with the child's travel document if one has been issued, proof of the guarantee, the parent's travel document and permit, and the hospital statement or the birth certificate. The result is a statement that can be the basis for the child's permit (Pasal 200(1) to (4)). The immigration fee page lists Rp500,000 for reporting a change of civil and immigration status; we did not confirm that the report of a birth is that service.

Diaspora permits. The rules for the diaspora permits give the same to a child born in Indonesia to a holder of such an ITAS or ITAP (Permenimipas 3/2025 Pasal 22(2) and 28).

Late or missing. The permit of a newborn is granted on application. The page on extending or changing a visa explains overstay and its charge. We found no text on the position of the child between the birth and the grant.

Leaving Indonesia with a newborn

The rule. Everyone who leaves Indonesia needs a valid travel document and an exit mark from an immigration officer (UU 6/2011 Pasal 8(1) and 15). The officer refuses a person who has no valid travel document, who is needed for an investigation or a prosecution at the request of an authority (Pasal 16(1), as amended by UU 63/2024), or whose name is on the prevention list; and may refuse a foreigner who still has an obligation in Indonesia that the law requires to be settled (Pasal 16(1) and (2)). The texts make no exception for a newborn.

What the child needs. A passport: a foreign one from the parents' embassy, or an Indonesian one for a child who is an Indonesian citizen. If the child is a foreigner, a permit that has not run out (see the section on the permit). If the child holds the affidavit, no visa or permit, and the same passport at the way in and at the way out (Permenkumham 10/2023 Pasal 8(3) and 13(1)). The cost of an overstay is on the page on extending or changing a visa.

With one parent only. In the texts we read (the immigration Act, PP 31/2013, Permenkumham 22/2023 and 11/2024, and Permenimipas 11/2026) we found no rule that the other parent must consent when a child leaves Indonesia, and neither the three grounds on which an officer must refuse exit (Pasal 16(1)) nor the bodies that can put a name on the prevention list (Pasal 91(2)) include a parent. The passport application does ask for both parents' KTP, or a signed statement in the cases listed above. Other countries and carriers may ask for more: ask them; this page covers only Indonesia.

At 18: the choice of one citizenship

The rule. A dual-citizenship child must choose one citizenship after turning 18 or marrying, by a written declaration made within 3 years after turning 18 or marrying (UU 12/2006 Pasal 6(1) to (3); PP 2/2007 Pasal 60(1)). For an unmarried child that is by the age of 21. Pasal 21(3) and 25(4) send the other dual-citizenship cases back to Pasal 6.

Choosing Indonesian citizenship. The declaration is written in Indonesian on stamped paper and given to the official of the Ministry or to an Indonesian representation. It says the child's name, birth, sex, address, the parents' names, their marital status and citizenship, and carries the child's birth certificate, the parents' marriage certificate, the passports and a statement renouncing the foreign citizenship, approved by the foreign authority or its representation (PP 2/2007 Pasal 60(2) to (4)). The Minister decides, and the child must hand in the receipt for the return of the foreign immigration documents within 14 days of the notice (Pasal 61 to 64). The page of AHU on the electronic citizenship application, last changed in November 2017, shows the declaration filed online with a state fee and the physical papers sent to the Directorate of Tata Negara at AHU. The civil registry office then adds a marginal note that the child is an Indonesian citizen (Perpres 96/2018 Pasal 55(3) and 56).

Choosing a foreign citizenship. The declaration is made electronically through the immigration site within the same 3 years, to the immigration office of the child's home or an Indonesian representation abroad (Permenkumham 10/2023 Pasal 15 and 16). It is filed with the Indonesian passport if there is one, the foreign passport, the affidavit, the Minister's decision for a child born before 1 August 2006 and the AHU citizenship statement (Pasal 17). Immigration issues a receipt that records the withdrawal of the immigration documents (Pasal 18 and 19). In Indonesia the head of the immigration office takes back the decision, withdraws the affidavit and the Indonesian passport, and grants a permanent stay permit (Pasal 20(1)). The child then reports to the civil registry office with the proof of the surrender, and the birth certificate gets a note that the child is a foreign citizen (Perpres 96/2018 Pasal 55(4)).

Not choosing. A child who does not choose is treated as a foreigner under the law on foreigners (PP 2/2007 Pasal 65(1); Permenkumham 10/2023 Pasal 22(1)), and must hand back the papers that prove Indonesian citizenship within 14 days of the end of the legal period (PP 2/2007 Pasal 65(2)). A permanent stay permit may be given after an examination, with the affidavit and the Indonesian passport withdrawn (Permenkumham 10/2023 Pasal 22(2) and (4); Permenkumham 22/2023 Pasal 120(2) huruf a, as amended). The child reports the permit to the civil registry office, which notes the foreign citizenship (Perpres 96/2018 Pasal 55(5)).

The passport near 18. The validity of the Indonesian passport of a dual-citizenship child may not run beyond the age limit for choosing (Permenimipas 11/2026 Pasal 3(3)); see the section on the passport. Whether a child may hold land while dual, and what follows if not, is on the page on marriage and inheritance.

Other papers, and what is on other pages

The family card and the child identity card. A child who is an Indonesian citizen is entered on the family card of the parent and may be given a child identity card, the KIA; the KIA also goes to a dual-citizenship child and to a child who holds an ITAP and is under 17 and unmarried (Permendagri 108/2019 Pasal 26(1) and (2)). Badung issues the birth certificate, the family card and the KIA in one service.

Health cover. A newborn of a BPJS member must be registered within 28 days, as the page on health insurance says in its section Spouse, children and other family. It is not repeated here.

Land and inheritance. Whether a child may hold Hak Milik, and what the child's citizenship changes for the owner, is on the page on marriage and inheritance, section Children and citizenship.

Not covered. Adoption of a child (Perpres 96/2018 Pasal 47 and 48 start with a court decision), surrogacy and assisted reproduction, a child born abroad to Indonesian citizens, and the foreign law of the child's other citizenship.

Questions to put to the offices and your embassy

Civil registry office: which office registers the birth, that of the place of birth or that of our home? Do you accept the hospital's birth statement as it is, and a marriage certificate from abroad with a sworn translation?

Civil registry office: the birth is more than 60 working days old. What does the head of the office need to decide, and what fine, if any, does the regional regulation set?

Civil registry office: will the certificate state the child's citizenship, and who adds the note for a dual-citizenship child after the registration?

Immigration: our child is an Indonesian citizen through one parent. Which citizenship does your office treat as dual if the other country gives the child no citizenship? Which papers do you need, in what order, and do I need the letter of guarantee and the banjar letter you list?

Immigration: we registered before 12 March 2026. Do we have to register again in the e-visa service, and what happens to our old certificate and affidavit?

Immigration: the child is a foreigner. May we report the birth and apply for the permit with the hospital statement before the birth certificate is issued, and what is the child's status until the permit is granted?

Embassy: is our child a citizen of our country, which papers do you need (do you ask for the Indonesian birth certificate and a sworn translation), and how long does a passport take?

Immigration or the airline: leaving with one parent, which papers are needed at the Indonesian counter?

What we could not confirm

Whether a child of an Indonesian and a foreigner counts as a dual-citizenship child only if the foreign parent's country in fact gives the child its citizenship. UU 12/2006 Pasal 6(1) speaks of children whose Indonesian status results in two citizenships; Permenkumham 10/2023 Pasal 2 lists the children by parentage, and the office pages use the same list. No text we read says what a family does if the other country gives the child no citizenship.

A deadline in days for registering a dual-citizenship child, and any consequence of not registering other than the passport and the affidavit.

What the head of a civil registry office looks at for a birth reported after 60 working days (UU 24/2013 Pasal 32(1) leaves it to a Perpres, and Perpres 96/2018 lists no requirement), and the amount of the fine in Bali, which the regional regulation sets.

Whether the duty to report a birth within 60 working days binds a foreigner who is not a resident.

Whose travel document Perpres 96/2018 Pasal 33(5) means. The Perpres lists no marriage proof for a foreigner, while the Dukcapil page and the pages of Denpasar and Badung do.

The re-registration of dual-citizenship children since 12 March 2026: we read the date only on the page of the Yogyakarta immigration office, the Ngurah Rai page describes the re-registration without a date, and we found no regulation of the Minister that mentions it. The Ngurah Rai page still names Permenkumham 22/2012, which Permenkumham 10/2023 replaced, and its list of papers differs from Pasal 5 of the regulation.

The drafting slips in the texts: Permenkumham 10/2023 Pasal 19(1) refers to Pasal 18(5), which does not exist (Pasal 18 has four paragraphs); Pasal 87(5) of Permenkumham 22/2023 refers to the paragraph that holds the report (3) instead of the paragraph that holds the 90 days (4); and Pasal 107 to 109 refer to Pasal 101(1) huruf b, which does not exist. We read them as the sense requires.

The position of a newborn foreigner between the birth and the grant of the permit, and whether the fee for reporting a change of civil and immigration status applies to the report of a birth.

How UU 12/2006 Pasal 23 huruf h (loss of Indonesian citizenship by holding a valid foreign passport) fits with the foreign passport and affidavit that Permenkumham 10/2023 gives a dual-citizenship child. We read nothing that reconciles them.

The ministerial rule for the procedure by which a child chooses Indonesian citizenship. Permenkumham 10/2023 replaced the earlier rule but its chapter on the choice covers only a foreign citizenship, so we rely on PP 2/2007 Pasal 60 to 64 and an AHU guide last changed in 2017.

Whether the other parent must consent when a child leaves Indonesia: we found no such rule in the texts read, but we did not read the rules of airlines or of other countries.

The pages of the civil registry offices other than Badung and Denpasar; the Badung page has no date; the form for a birth over 1 year was not read.

Fees. We copy only the fee of the affidavit (Rp500,000) and the ordinary passport valid for 5 years (Rp650,000 electronic, Rp350,000 non-electronic), which the immigration fee page lists, and that the birth certificate is free. Check the fee page and the office before you pay.
