The law
KITAS and KITAP step by step, and registering where you live in Bali
Once you hold the right visa, a limited stay permit (ITAS, the card called KITAS) is the base of a longer life in Indonesia, and a permanent permit (ITAP, the card called KITAP) can follow. This page follows the permit from the day it is issued: the card, what you must report and to whom, how long it can run, when it can become a permanent permit, how it ends, and the two registrations expected of you, one with immigration and one with the population office (Disdukcapil). The list of visas is on the page on visas and stay; extending a permit and overstay are on the page on extending or changing a visa.
How to read this page
This page is for a foreigner who holds or is about to hold a limited stay permit in Bali, and for a family member or sponsor. It does not repeat what other pages of this guide already say: which visa fits (the page on visas and stay), how to file an extension, change from a visit permit, use an agent and what overstay costs (the page on extending or changing a visa), and what a landlord must report (the page on renting a home). The responsible person (penanggung jawab) is the Indonesian spouse, parent or adult child who answers for a foreigner on a family permit (Permenkumham 22/2023 Pasal 193(1) to (3)). It is general information, not legal advice.
We used the texts in force on 6 October 2026: UU 6/2011 on immigration as amended by UU 6/2023 and UU 63/2024; Permenkumham 22/2023 as amended by Permenkumham 11/2024; PP 31/2013 as amended by PP 40/2023; for registration UU 23/2006 on population administration as amended by UU 24/2013, Perpres 96/2018 and Permendagri 108/2019; and the pages of the Directorate General of Immigration, of the Directorate General of Population and Civil Registration (Dukcapil) and of three Bali civil registry offices. The status records of these texts on peraturan.bpk.go.id list no amendment beyond those named here, except that Permenimipas 3/2025 revoked Pasal 43, 45 and 52 to 55 of Permenkumham 22/2023 (see the last section). Fees are not copied here: each official page lists them and they change.
A bill for a second amendment of UU 23/2006 is under discussion between the Directorate General of Population and Civil Registration and the expert body of Parliament (Dukcapil news item of 29 April 2026). We found no enacted text, so this page states the law as it stands. Read the status again before you rely on a registration rule.
Procedures, forms and screens change, and offices apply the rules in their own way. Where the national text and what an office publishes differ, we say so, and the last section lists what we could not confirm. Lines marked as our suggestion are not law. We name no agent, sponsor company or person.

How an ITAS is issued, and the card
On entry. A foreigner who enters on a limited-stay visa is given an entry mark (Tanda Masuk) by the officer at the checkpoint, and that mark counts as the ITAS (Permenkumham 22/2023 Pasal 101(1), 106(1) and (2)). The permit runs for the stay shown on the visa (Pasal 104(1)). The Act says that the holder of a limited-stay visa must, after the entry mark, apply to the head of the immigration office for the ITAS, that a foreigner who does not is treated as being in Indonesia unlawfully, and that no application is needed when the ITAS is given at the checkpoint (UU 6/2011 Pasal 46(2) to (4), as amended by UU 6/2023). We found no text on what to do if no ITAS was given at the checkpoint. If that happens to you, go to the immigration office of your home at once.
By change of status. A foreigner on a visit permit from a visa that allows it can be given an ITAS for the activities the regulation lists, and the permit then runs for the period the Director General decides (Pasal 101(3), 104(4), 165(1)). A permit that came from a visa exemption or a visa on arrival cannot be changed. How to apply, when, the review times and what follows a refusal are on the page on extending or changing a visa, section Changing to another permit without leaving Indonesia.
Other grounds. A child born in Indonesia to a parent who holds an ITAS can be given an ITAS that follows the parent's: the parent or sponsor reports the birth to the immigration office, then applies within 90 days of the birth (Pasal 101(2) huruf a, 104(2), 107(1), (4) and (5)). The Act also gives an ITAS to a foreigner lawfully married to an Indonesian citizen and to that foreigner's child (UU 6/2011 Pasal 52 huruf e and f). The birth certificate, the registration of a dual-citizenship child and the child's passport are on the page on a child born in Bali.
The card. The permit is also given as an electronic card (kartu ITAS virtual) sent to the foreigner, the sponsor or the responsible person, and as a printed card (Pasal 106(5) and (6)). The electronic card is issued again with every service that changes the data on it, among them a change of sponsor, activity, passport number, address, nationality or civil status (Pasal 106(7)). The printed card is made by the Directorate General and reaches the immigration offices no earlier than 3 working days after issue. The foreigner, sponsor or responsible person collects it at the immigration office that covers the foreigner's home, or at the Directorate General, no earlier than 15 working days after issue (Pasal 106(10) and (11)). It is printed again on an extension (Pasal 106(8)).
Re-entry. A re-entry permit with the same validity as the ITAS is issued with the electronic card, for several trips (UU 6/2011 Pasal 64(1), (2) and (4), as amended by UU 63/2024; Permenkumham 22/2023 Pasal 159(1) huruf a, (2) and (6)). The ITAS ends if the holder goes home and does not return within the validity of the re-entry permit, or does not mean to come back (UU 6/2011 Pasal 53 huruf a and b).
A lost or damaged card. The holder can ask the head of the immigration office for a replacement card with a police report of the loss, or with the damaged card, and pays the immigration fee. The card is printed by the Directorate General and sent to the office no earlier than 3 working days after issue (Pasal 202). We do not copy the fee.
What to carry. A foreigner must also hand over the travel document or the permit when an immigration officer asks, as part of supervision (UU 6/2011 Pasal 71(1) huruf b). We found no text that says whether the electronic card on a phone is enough or whether the printed card is needed. Our suggestion, not a rule: keep the electronic card, the printed card once you have it, your passport and your SKTT (below) together.

Changing sponsor, job or activity without a new permit
A change of sponsor, post or activity, or a second post or second activity, does not create a new ITAS: it only carries on the permit you hold (Permenkumham 22/2023 Pasal 201(1)). The Director General approves it on application (Pasal 201(3)). The foreigner, the sponsor or the responsible person applies through the application with the passport and the permit, and with the papers that show the new purpose or post (Pasal 201(5) and (6)). The office forwards the application to the Director General within 3 working days of payment, and the Director General decides within 5 working days of receiving it (Pasal 201(7) to (9)). A new electronic card follows (Pasal 106(7)). A second post or second activity can be added without a limit on their number, if the conditions of the law are met (Pasal 201(2)).
How a foreigner moves to another sponsor, and what the old sponsor must release, is on the page on extending or changing a visa, section Using an agent or a sponsor. After a change of activity the length of later extensions and their total follow the newest activity (Pasal 113(5) and (6)).
A foreigner who holds an immigration guarantee instead of a sponsor reports changes of civil status, immigration status and address personally (Pasal 195(1), 199(1)). The commitment made for the permit must be met within 90 days of issue, and a permit whose commitment is not met can be cancelled (Pasal 196(2), 197(1)). The page on visas and stay explains the guarantee.

A permanent permit (ITAP) is given for 5 years and can be extended without limit (UU 6/2011 Pasal 59(1); Permenkumham 22/2023 Pasal 121(1), 128(1)). Its holder is a resident of Indonesia (UU 6/2011 Pasal 54(3)). A holder of an ITAS can change to an ITAP only for the activities in this table (Pasal 173, as amended by Permenkumham 11/2024; UU 6/2011 Pasal 54(1), as amended by UU 6/2023, and Pasal 60).

Applying for the change to an ITAP
Who and where. The foreigner, the sponsor or the responsible person applies through the application to the head of the immigration office (Permenkumham 22/2023 Pasal 175). The office that covers the foreigner's home handles it (PP 31/2013 Pasal 167(1), as amended by PP 40/2023).
When. The text says the application is filed 'paling lama 30 hari sebelum' the ITAS ends (Pasal 174(2); the official page repeats it). Those words can be read as no earlier than 30 days before the end, or as no later than 30 days before it. The page on extending or changing a visa lists the same question for a visit permit. We found no statement of how offices apply it. Ask the office, and do not wait for the last days. An application that is filed and paid before the ITAS ends is not counted as overstay if the decision comes later (Pasal 180).
What is sent (Pasal 175 and 176). A valid passport; the integration statement (not for a child under 18 who is unmarried); the ITAS; the proof of the sponsor's guarantee if there is a sponsor; the identity card or family card of the sponsor or responsible person; for a family member joining, the ITAP of the person joined; the proofs the limited-stay visa of the activity asks for; and, where the permit rests on a commitment, the proof that it is met, such as bank statements of the last 3 months, a company deed, tax and financial records or proof of shares (Pasal 176(2) huruf d, 177). The official page lists the same documents.
The integration statement is a statement the foreigner gives to the Indonesian Government as a condition of the ITAP (UU 6/2011 Pasal 1 angka 22, Pasal 60(1) and (2)). A foreigner who breaches it can have the ITAP cancelled (Permenkumham 22/2023 Pasal 141(1) huruf c). We did not find the text of the statement: the Director General sets it (Pasal 161(2) and (3)).
Notice, review and refusal. When the application is complete the office sends an electronic notice that it was received. If it is not complete, the notice says why, and you have 2 days to complete it or the application is rejected (Pasal 181). The office forwards it to the Director General within 3 working days of payment, and the Director General decides within 5 working days of receiving it; the ITAP is sent electronically and the card follows as for any ITAP (Pasal 182(1) to (4)). If it is refused, the refusal states why (Pasal 182(5)), and the foreigner can stay on the earlier ITAS, or the office can order the foreigner to leave within 7 days with a return stamp (Pasal 183).
Counting the three years. The text says 3 years in a row from the date the ITAS was given (Pasal 179(1)). We found no text on whether a trip abroad, an extension, a change of sponsor or a change of activity breaks or restarts the count. Ask the office before you plan around a date.
An ITAP without a change of status. Three groups receive an ITAP directly: certain former children with Indonesian dual nationality, a child born in Indonesia to an ITAP holder, and a former Indonesian citizen who lost citizenship in Indonesia (Pasal 120(2) and (4)).

Living on a KITAP
The card. The ITAP is given as an electronic card and a printed card, which the foreigner, sponsor or responsible person collects at the immigration office no earlier than 15 working days after issue (Permenkumham 22/2023 Pasal 122(1), (2), (4) and (5)).
Extending. An ITAP can be extended for an unlimited period (Pasal 128(1)). The application is filed from 3 months before the ITAP ends up to the day it ends, at the immigration office of the foreigner's home. If it is filed and paid before the ITAP ends, it is not overstay even when the decision comes later, and the extension runs from the end date (Pasal 128(3) to (5)). The old card goes with the application (PP 31/2013 Pasal 157(2)), and the Director General decides within 5 working days of receiving it (Pasal 130(3)).
Reporting every 5 years. A holder of an ITAP of unlimited period must report to the immigration office of the foreigner's home every 5 years, free of charge (UU 6/2011 Pasal 59(2); Pasal 132(1)). The report is made through the application with the passport and the ITAP, together with the same proofs of the purpose of staying as for the change of status where they apply (Pasal 132(2) and (3)). It can be made from 3 months before the reporting date to the working day before it; a later report is dealt with after the head of the office has considered it (Pasal 133). The official page on reporting the ITAP says no fee is charged.
Re-entry. The Act now gives an ITAP holder a re-entry permit valid as long as the ITAP (UU 6/2011 Pasal 64(3), as amended by UU 63/2024). The regulation still says 2 years, not beyond the ITAP, and that an expired one can be applied for again while abroad (Permenkumham 22/2023 Pasal 159(1) huruf b, (4) and (5)). The two differ. The Act is the later and higher text; ask the office which one it issues.
Staying away. An ITAP ends if the holder leaves Indonesia for more than 1 year or does not mean to come back (UU 6/2011 Pasal 62(1) huruf a; Pasal 143(3)). It also ends if it is not extended after its 5 years (Pasal 62(1) huruf b). The other ways it ends are in the last table.
Work, and marriage that ends. The permits given because of a marriage to an Indonesian citizen allow work and business to support oneself and family, and the page on visas and stay explains what happens when the Indonesian spouse dies or the marriage ends; we do not repeat it.

Who reports what, and by when
Two offices expect reports, under two different laws. The first rows are for immigration, the last rows for the population office. The penalty for failing the immigration duty in the first row is in the table of criminal provisions on the page on extending or changing a visa.

Registering where you live: the SKTT of an ITAS holder
The rule. A foreigner who holds an ITAS and plans to live in Indonesia must report to the population office, within 14 working days of the ITAS being issued. The office registers the foreigner and issues a residence certificate, the Surat Keterangan Tempat Tinggal (SKTT) (UU 23/2006 Pasal 20(1) and (2)). The office is the one of the kabupaten or kota where you live (Pasal 1 angka 7). The SKTT is a population document (Pasal 59(1) and (2)). It is valid as long as the ITAS and the holder must carry it when travelling (Pasal 20(3) and (4)). The office must issue it within 14 working days of receiving all the required papers (Pasal 69(1) huruf f). The elucidation of the Act (Penjelasan Pasal 17 ayat (3)) says that "hari" (day) means working day (hari kerja) and applies to the articles after it, so the day counts taken from this Act on this page are working days. Our suggestion, not a rule: for a period that runs from an event, count calendar days; for a deadline before an event (Pasal 22(1), 63(4)), count working days back. Both give the earlier date.
National papers. The Presidential regulation names two documents for registering a foreigner who arrives with an ITAS: the travel document and the ITAS card (Perpres 96/2018 Pasal 6(1) and 28(5)). The Ministry of the Interior's regulation leaves the requirements to that text (Permendagri 108/2019 Pasal 6(1) and 34(1) huruf c and (4)). The table below shows that the three Bali offices we read list more.
Cost. Handling and issuing population documents is free by law (UU 23/2006 Pasal 79A, added by UU 24/2013). The Denpasar and Badung pages state that the SKTT is free of charge; the Buleleng page we read states no fee. If someone asks you for money for it, ask the office for the official rule in writing.
Late or missing. The Act sets a fine of at most Rp2,000,000 for a foreigner who reports late, and at most Rp100,000 for travelling without the SKTT (UU 23/2006 Pasal 89(1) huruf d and (2), Pasal 91(2)). The Presidential regulation says a fine follows a verbal and then a written warning and takes the resident's means into account, and leaves the amounts to regional regulation within those limits (Perpres 96/2018 Pasal 73(2), 74(2), 76). We did not read the Bali regulation.
Moving house. A foreigner with an ITAS who moves within Indonesia reports the plan to the office of the place left, receives a move certificate (Surat Keterangan Pindah Datang), and reports the arrival within 30 working days; the move certificate is the basis of the new SKTT (UU 23/2006 Pasal 17(1) to (4)). The Directorate General's page for a move between cities says the old office does not take back the SKTT, and the new office issues a new SKTT against the move certificate and the old SKTT. For a foreigner who lives in someone else's house, under a lease or in a boarding house, it asks for a statement from the owner that the owner does not object (Permendagri 108/2019 Pasal 28(1)). The page on renting a home covers the lease itself.
What an ITAS does not bring. The family card and the KTP-el are for a holder of an ITAP (UU 23/2006 Pasal 61(4) and 63(1), as amended). A visitor on a visit permit has no duty under these articles; they speak of the holder of an ITAS or an ITAP.
Other pages. The page on driving and vehicles names a residence letter (surat keterangan tempat tinggal) with the KITAS card for registering a vehicle (Perpol 7/2021 Pasal 10(6)) and says that regulation does not say who issues it. The only document of that name in the population law is the SKTT issued by the population office. We did not check whether a Samsat accepts it.
The offices share data. The Directorate General of Population and Civil Registration says it matches the data on foreigners in population administration with immigration data and verifies addresses and changes of status (news item of 15 September 2026). The city it describes is Jakarta; we read nothing on Bali.

Registering on a KITAP: family card and KTP-el
When an ITAS becomes an ITAP, the holder reports to the population office within 14 working days of the ITAP being issued, and the office issues a family card (Kartu Keluarga) and an electronic identity card, the KTP-el (UU 23/2006 Pasal 21). The foreigner who holds an ITAP and is 17 or older, or married or once married, must have a KTP-el (Pasal 63(1), as amended by UU 24/2013).
Papers. A new family card for a foreigner asks for the ITAP, the marriage certificate or the divorce certificate where there is one, and the move certificate if the foreigner moved within Indonesia (Perpres 96/2018 Pasal 11(2)). A new KTP-el asks for the family card, the travel document and the ITAP card, for a foreigner who is 17 or older or married (Pasal 16). The KTP-el is valid as long as the ITAP (UU 23/2006 Pasal 64(7) huruf b, as amended). A child under 17 who is unmarried and holds an ITAP receives a child identity card instead (Perpres 96/2018 Pasal 23).
Keeping it current. The holder must renew or replace the KTP-el at least 30 working days before the ITAP ends; carry it when travelling; hold only one; and report a change in the family card within 30 working days (UU 23/2006 Pasal 62(2); Pasal 63(4) to (6), as amended by UU 24/2013). A lost or damaged KTP-el is reported within 14 working days through the camat or the head of the village, with a statement of how it happened (Pasal 64(9), as amended); a loss report from the police is part of the papers for a replacement (Perpres 96/2018 Pasal 21). The working-day count of Pasal 63(4) and 64(9) is the 2006 elucidation on its face (Penjelasan Pasal 17 ayat (3)); UU 24/2013 rewrote Pasal 63 and 64 without repeating it. The Act fines a holder who does not carry the KTP-el by at most Rp50,000 (Pasal 91(1)). It fines a foreigner who reports late the change from ITAS to ITAP (14 working days, Pasal 21), a change in the family card (30 working days, Pasal 62(2)) or the renewal of the KTP-el (Pasal 63(4)) by at most Rp2,000,000 (UU 23/2006 Pasal 89(1) huruf e, g and h, and (2)). The list of Pasal 89 does not name the report of a lost or damaged KTP-el (Pasal 64(9)).
Number and use. The Act makes the population identity number (NIK) on the KTP-el the single number for all public services (UU 23/2006 Pasal 64(2) and (3), as amended). We did not research which banks, utilities or offices ask for it.

Telling immigration where you live
The duty. Every foreigner in Indonesia must report a change of civil status, citizenship, work, sponsor or address to the local immigration office (UU 6/2011 Pasal 71(1) huruf a, as amended by UU 6/2023). The sponsor has the same duty (Pasal 63(2)), and a foreigner with a guarantee reports personally (Permenkumham 22/2023 Pasal 195(1), 199(1)). The list of changes names the foreigner's home address and the sponsor's address (Pasal 199(2) huruf p and q). The penalty for not reporting is in the table of criminal provisions on the page on extending or changing a visa. The page on renting a home sets out the separate duty of an owner to give a guest's data when asked.
How it is done. The service is called a change of address (perubahan alamat); it ends with a new electronic card (Pasal 106(7) huruf g). The Directorate General explained in February 2022, before the 2023 regulation, that a move to the area of another immigration office takes two steps: an exit mutation at the old office, about 3 working days, then an entry mutation at the new office; and that the address must be updated even within the same office area. It listed the sponsor's letter of request and guarantee, the sponsor's KTP, the passport and the permit, and for an apartment a residence letter from the building. The Singaraja immigration office publishes a list for a change of address that includes the passport, a form, the sponsor's letter and KTP, the visa and the entry marks, the e-KITAS or KITAP, and a residence letter for the new place. We could not tell how far these lists still apply.
Our reading. The two reports are separate duties under separate laws. The population office and immigration match their data (Dukcapil news item of 15 September 2026), but we found no text under which a report to one counts as a report to the other. Do both, and keep the proof of each. Our suggestion, not a rule: report a move to immigration and to the population office in the same week, and do not rely on the landlord or an agent to know that either is needed.

The Director General cancels | Pasal 141(1) and (2), 138(3), as amended; UU 6/2011 Pasal 62(2) |
| How a cancellation is carried out | An examination recorded in minutes comes first. The permit is stamped as cancelled, a deportation or return stamp goes in the passport, and the officer orders the foreigner to leave within 7 days. The reasons are given to the foreigner, the sponsor or the responsible person | Pasal 142(1) to (4) and (6), as amended |
| A commitment is not met | A permit that rests on a commitment can be cancelled, with a return stamp and 7 days to leave | Pasal 196(1) and (2), 197 |
| You end the permit: exit permit only | Applied for through the application with the passport and the permit. Issued within 3 working days of payment, and you leave within 7 days of issue. If the sponsor will not apply, the foreigner may, with proof such as the end of the contract, the end of the shares or post, a divorce deed or a letter ending the guarantee. A holder who is already abroad can end the permit by a similar application, and one whose permit has run out abroad needs none | Pasal 144(1) to (6), 145(1) to (7) |

Questions to put to the immigration office and the population office
Immigration: I entered on a limited-stay visa. Was the ITAS given at the checkpoint, and is anything left for me or the sponsor to file?
Immigration: how do I collect the printed card, and from which office? Will I get the electronic card again after a change of address or passport?
Immigration: how do you want me to report a new address: through the sponsor in the e-visa service, or at the office? What is the deadline, and what do I get as proof?
Immigration: I will be eligible for an ITAP on a given date. What are the earliest and the latest day on which I may file, how is the count of 3 years made, and which documents do you need for my activity?
Immigration: which re-entry permit will be issued for my ITAP, one valid as long as the ITAP, or one of 2 years?
Population office: which documents do you ask for an SKTT at my address, and which of them are national requirements and which are your office's? Can I have the list in writing?
Population office: do I need a letter from the owner of the house I rent, from the neighbourhood head, or a police report? Is the SKTT free of charge here?
Population office: I am moving to another kabupaten. What do I take from here, and what does the new office ask?
Both: my passport will expire. In what order do I update the permit and the SKTT or KTP-el, and by when?
What we could not confirm
What happens when an ITAS is not given at the checkpoint to a foreigner on a limited-stay visa (UU 6/2011 Pasal 46(2) to (4) treats the missing step as unlawful presence).
Whether the electronic card alone is accepted when an officer asks for the permit.
Deadlines in days for reporting a change of address, sponsor, civil status or a new passport to immigration. We found none in the Act or in Permenkumham 22/2023 Pasal 199.
Whether a report by the sponsor releases the foreigner from the foreigner's own duty under UU 6/2011 Pasal 71. The 2011 elucidation said so for the earlier wording; we did not confirm the elucidation of the 2023 wording.
How an application for a change of address is made today. The February 2022 news item and the Singaraja page are older or undated, and posts of Bali immigration offices that say the sponsor files it in the e-visa service came up in search results, but we could not open them and do not rely on them.
Whether 'paling lama 30 hari sebelum' in Permenkumham 22/2023 Pasal 174(2) is the earliest or the latest day to file for the change to an ITAP.
How the 3 years in a row are counted, and whether a trip abroad, an extension, a change of sponsor or a change of activity interrupts them.
The text of the integration statement and the full list of requirements of an ITAS-to-ITAP application. Pasal 176(1) refers to the requirements of the limited-stay visa, Pasal 34, 37 to 40 and 43 to 62, and Permenimipas 3/2025, on permits for the diaspora, revoked Pasal 43, 45 and 52 to 55 of Permenkumham 22/2023. We did not map which now apply to which activity; the official page says the requirements follow the visa index.
Which re-entry rule applies to an ITAP: the Act (as long as the ITAP, UU 6/2011 Pasal 64(3), as amended by UU 63/2024) or the regulation (2 years, Permenkumham 22/2023 Pasal 159(1) huruf b).
The age for the second home of an elderly foreigner. The regulation contradicts itself: Permenkumham 22/2023 as amended by Permenkumham 11/2024 says 55 in the articles on the change to an ITAP and on the golden visa (Pasal 120(1) huruf f, 173 huruf f, 189 huruf d) but still says 60 in the article on the length of the ITAS (Pasal 105(10) huruf d). The official ITAS and ITAP pages of imigrasi.go.id say 'lanjut usia berusia 60 tahun', and the official page of the E33E visa says 55, as the page on visas and stay reports. We cannot say which governs: ask the office. The Directorate General's FAQ page on stay permits also lists a domicile letter and visit-permit extension rules that the 2023 regulation replaced, so we do not rely on it.
What the three Bali offices require beyond the national text, why, and whether other offices in Bali ask the same. The Badung page has no date and the Buleleng page contradicts itself on the name of the document.
The administrative fine amounts that apply in Bali for a late registration or for travelling without the SKTT. The Act sets only the maximum (Rp2,000,000 and Rp100,000) and leaves the amounts to a regional regulation that we did not read.
Whether the second amendment of UU 23/2006 has been passed. The only official page we could open on it is the Dukcapil news item of 29 April 2026; other pages in search results report later steps in Parliament, and the page of Parliament we tried refused access, which we did not bypass.
Fees. We copy none: the immigration fees of a permit, a card replacement, an exit permit and an ITAP are on the official fee pages, which change.
