Extending or changing your visa in Bali, and what overstay means

A stay permit is short, and it can lapse because an extension was filed late, paid for but not recorded, or left to someone who never filed it. This page says which permits can be extended and how, when a change to another permit is possible without leaving Indonesia, how to confirm that an extension is recorded, what the law says about staying past the end date, and what an agent may lawfully do for you. The list of permits and their conditions is on the page on visas and stay.

How to read this page

This page is for a foreigner who holds a visit permit or a limited stay permit in Bali, or is about to apply for one, and wants to extend it, change it or understand the risk of staying past its end. It does not repeat the permits, their durations and their conditions: those are on the page on visas and stay. It is general information, not legal advice.

We used the texts in force on 6 October 2026: UU 6/2011 on immigration as amended by UU 6/2023 and UU 63/2024; PP 31/2013 as amended by PP 40/2023; Permenkumham 22/2023 as amended by Permenkumham 11/2024, which hold the rules on extending and changing permits; PP 45/2024 for the charge for overstaying and Permenimipas 14/2025 for the cases with no charge; UU 1/2026 for criminal penalties; and the pages of the Directorate General of Immigration on imigrasi.go.id. Fees other than the overstay charge are not copied here: each official page lists them, and they change.

The e-visa site, evisa.imigrasi.go.id, answered our tools with a bot check, which we do not bypass. What this page says about it comes from the Directorate General's own pages on imigrasi.go.id, at their dates. Procedures and screens change: read the official page again before you file.

Where the texts and the official pages do not line up, or where we found no text, we say so, and the last section lists what we could not confirm. Lines marked as our suggestion are not law. We name no agent, sponsor company or person.

Filing in time: the rule that protects you

An extension of a visit permit that is filed, with the immigration charge paid, before the permit ends is not counted as overstay even if the office finishes it after the end date (Permenkumham 22/2023 Pasal 97(3), as amended by Permenkumham 11/2024). The extended period then runs from the day after the old permit ended (Pasal 97(4)). The same rule protects an extension of a limited permit (Pasal 116(2) and (3)) and a change from a visit permit to a limited permit (Pasal 169). It needs both steps, the application and the payment, each before the end date. The official page on extending a visit permit puts it as payment before the permit ends.

Our suggestion, not a rule: file in the first days of the 14, not on the last day, and keep a screenshot of every step and the proof of payment with its time. The texts set no last hour and say nothing about a system that is down on the last day.

Who files, and from where. The foreigner, the sponsor (Penjamin) or the responsible person (Penanggung Jawab: an Indonesian spouse, parent or adult child of a foreigner on a family permit) files through the application (Pasal 98(1), Pasal 193). Applications to extend or change a stay permit are filed while the foreigner is in Indonesia (Pasal 79(2)), with the immigration office whose area covers where the foreigner lives (Pasal 98(1)). The immigration offices of Bali on the official list are Ngurah Rai (Jimbaran), Denpasar and Singaraja. The list does not say which covers which address, so ask.

What is sent. Scans of a valid passport, proof of the sponsor's guarantee if you used a sponsor when you applied for the visa, and a statement of why you are in Indonesia (Pasal 98(1); the official page says the application is made with scans, hasil pindaian). A different sponsor can file if you state that you object and no longer agree to be guaranteed by the previous one, or if the previous sponsor releases you (Pasal 98(2)).

How long it takes. The office finishes the extension of a visit permit within 3 working days after the payment is received, and the permit is sent to you or the sponsor electronically (Pasal 99(2) and (3)). For nationals of calling-visa countries the office passes the application to the Director General within 3 working days and the decision follows within 5 working days (Pasal 99(4) to (6)). A limited permit extension takes 3 working days, or 5 working days from the Director General's receipt where his approval is needed (Pasal 117(2), Pasal 118(3)).

If something is missing. The office tells you electronically when your application is complete (Pasal 100(1)). If it is not, you have 2 days from the notice to complete it, and otherwise the application is rejected (Pasal 100(2) to (4)). Immigration can also refuse an extension, among other grounds if the foreigner has not paid an overstay charge or immigration fees (Pasal 136(2) huruf e). We found no text that says what a foreigner may do after a refused extension of a visit permit. For a change to a limited permit the text does: after a refusal the foreigner may stay on the earlier visit permit or is told to leave within 7 days (Pasal 172). Ask the office what applies, at once.

Trips out and back. Each entry on a visa gives a new visit permit that counts from the date of the entry mark (Pasal 81(2), Pasal 82(1)), given by the officer at the checkpoint (Pasal 81(1)). We found no text that deals with the trips out of Indonesia that some visitors make to restart a stay, and none that forbids them. The official visa pages set the conditions of each entry, such as passport validity and a return or onward ticket.

Changing to another permit without leaving Indonesia

The regulation knows two changes of status inside Indonesia: from a visit permit to a limited stay permit, and from a limited permit to a permanent permit (Permenkumham 22/2023 Pasal 162(2)). The Minister decides and the Director General carries it out (Pasal 162(3) and (4)).

Visit permit to limited permit. It can be given for these activities: expert, worker, clergy, foreign investment, scientific research, study, family reunion, repatriation, second home, medical treatment, and a person whose presence benefits the community or who must stay for humanitarian reasons (Pasal 164). It is not open to a permit that came from a visa exemption or a visa on arrival, or to crew of a vehicle (Pasal 163(2); PP 31/2013 Pasal 166(5) huruf a, as amended by PP 40/2023). The requirements are those for the limited-stay visa of that activity, except that no minimum passport validity and no proof of living costs are asked (Pasal 168).

How to apply. The foreigner, the sponsor or the responsible person applies through the application to the immigration office, with a passport that shows the visa and the entry mark or the visit permit, proof of the sponsor's guarantee if there is a sponsor, and the identity card or family card of the sponsor or responsible person (Pasal 167(1)). The text says the application is filed 'paling lama 30 hari sebelum' the visit permit ends (Pasal 166(2)); in the same regulation 'paling lama' marks the latest day (Pasal 97(2), Pasal 116(1)), so file no later than 30 days before the visit permit ends. The office passes the application to the Director General within 3 working days after the payment, the Director General decides within 5 working days, and the limited permit is sent electronically (Pasal 171). A change that is filed and paid before the visit permit ends is not counted as overstay if it is finished later (Pasal 169). If it is refused the foreigner may stay on the earlier visit permit or is told to leave within 7 days (Pasal 172).

From a visa on arrival: the transition permit. Permenkumham 11/2024, in force from 3 May 2024, added a short visit permit for the transition between immigration permits (Izin Tinggal Peralihan, called a bridging visa on the official B1 page and in the Directorate General's announcement). A foreigner who holds a visit permit from a visa on arrival, a limited permit or a permanent permit can ask the Director General for it from inside Indonesia (Pasal 94A(1) and (2), Pasal 80(3) huruf f). It lasts at most 60 days and cannot be extended (Pasal 86A(1)); the holder may do certain activities that the Director General sets (Pasal 86A(2) and (3)). The application is made through the application with the passport, the current permit, proof of the sponsor's guarantee if any and a statement of the purpose (Pasal 94A(3)). The text says it is filed 'paling lama 3 hari sebelum' the current permit ends, and the Directorate's announcement says to apply and pay at the latest 3 days before it ends. If it is filed and paid in time it is not counted as overstay, even when approved later (Pasal 94A(4) and (5)). The permit is issued within 3 working days after payment and sent electronically (Pasal 94B). The Directorate says it is valid only while you are in Indonesia. It is a way to a later change of status without leaving: a report of the Depok immigration office says it is for foreigners who will apply for a change to a limited stay permit. Ask which change your case allows.

A foreigner who entered on a visa exemption is not among the groups in Pasal 94A(2), and Pasal 163(2) bars the change of that permit. The texts show no route inside Indonesia for that foreigner.

Limited permit to permanent permit. Pasal 173 (as amended by Permenkumham 11/2024) names the activities that can lead to it: worker, clergy, foreign investment, family reunion, repatriation and second home (second home, special skill, world figure and age 55 or over). The three-year rule and the permanent permit are on the page on visas and stay, section The permanent permit (KITAP) and Global Citizen of Indonesia. The conditions, the documents, the review times and what follows a refusal are on the page on KITAS and KITAP step by step.

Changing the activity or the sponsor on a limited permit. The regulation speaks of a change of the type of activity on a limited permit, after which the totals follow the newest activity (Pasal 113(5) and (6)); we did not read the procedure. A foreigner may move to another sponsor, or to an immigration guarantee, with a letter ending the previous guarantee or a statement that the foreigner objects and no longer agrees to be guaranteed by the previous sponsor. A worker adds proof that the employment ended, and an investor proof that he no longer holds the post or the shares or that the company is inactive (Pasal 192(3) and (4)). Once the conditions are met the new sponsor may file for the foreigner (Pasal 192(5)).

Confirming that an extension is recorded

Two things come out of the system. When your application and its documents are complete, the office sends an electronic notice that the application has been received (Permenkumham 22/2023 Pasal 100(1)); that is your proof of filing. After approval the extended permit is sent to you or the sponsor electronically (Pasal 99(3)); for an online extension of a visit permit it is no longer stamped in the passport, because it goes straight to the applicant's email (Directorate General, release of 3 January 2024).

The official check. On evisa.imigrasi.go.id choose Home, then Track Your Application, then the service: Visa for a new visa, Stay Permit for the extension of a visa on arrival, a visit visa or a limited stay visa. Enter the Register Number, the service number shown to the left of the applicant's name after the form was filled, and the passport number (Directorate General, 14 April 2025). The Directorate says the status shows the stage, such as being verified, approved or waiting for approval, and that the applicant or sponsor need not go to the office only to ask about status.

If the tracker will not open or shows an error, take a screenshot of the message and send it, with the register number, the passport number and a short description, to the Helpdesk at the bottom right of the main page; the applicant or sponsor must log in first (same release).

Check the permit itself. The new end date should be the old end date plus the days of the extension, because the extension counts from the day after the old permit ended (Pasal 97(4)). For a visa on arrival the whole stay cannot go beyond 60 days (Pasal 95(7)).

Our suggestion, not a rule: before you leave Indonesia, save the electronic permit, the proof of filing and the proof of payment with its time, and compare the dates. If the tracker shows nothing, or an end date that does not match what you paid for, go yourself to the immigration office of your residence before the permit ends, with the register number and the proofs. The filing rule protects you only if you can show that you filed and paid before the end date.

What we could not find: an official public page where a foreigner can see how the immigration system records overstay before leaving the country, or an official statement of what is checked at the departure gate. The tracker is the only official check we know of.

Use official channels only. The Directorate General asks the public to use only the official channels of the Directorate General and of the immigration offices, to double check contacts and social media accounts, and not to trust information from sources that cannot be vouched for, especially where administration and money are involved; it said so when a false WhatsApp number was found in the Google Maps listings of immigration offices (reported on the site of the Yogyakarta immigration office, 12 August 2024). The official B1 page names evisa.imigrasi.go.id and indonesiavoa.vfsevisa.id for the electronic visa on arrival.

Overstay: what the law says

UU 6/2011 Pasal 78 sets what follows when a stay permit has ended and the foreigner is still in Indonesia. Less than 60 days past the end date: a charge (biaya beban). More than 60 days: deportation and an entry ban (Penangkalan). A foreigner who does not pay the charge is also deported and banned. The table below sets out the steps. The page on visas and stay gives the same article in its section on what the texts say when a permit ends.

The amount. The charge is Rp1,000,000 per day for a foreigner who stays in Indonesia beyond the permit for not more than 60 days (PP 45/2024, in force since 17 December 2024, which lists it as an administrative fine among the state non-tax revenues of the ministry, Lampiran angka VI huruf A angka 1). The record of the Supreme Audit Agency (BPK) shows PP 45/2024 partly revoked by PP 30/2026, which does not touch this item. The Act says less than 60 and more than 60 days and the regulation says not more than 60: neither text says which applies on the 60th day. Ask the office.

No charge, in six cases. The charge is Rp0 for a foreigner who (a) has a disturbed mind and must be treated in hospital, (b) is in a force majeure situation (keadaan kahar), (c) is in Indonesia and unable to pay, (d) is in Indonesia for deportation, (e) is being handled by law enforcement, or (f) is carrying out a court judgment (PP 45/2024 Pasal 7(1); Permenimipas 14/2025 Pasal 23). The foreigner or the sponsor applies to the head of the immigration office whose area covers the foreigner's home, giving name, sponsor, date and place of birth, address, work, nationality, passport number and the reason (Pasal 24(1) and (2)). The attachments depend on the case: a letter of a hospital doctor; a letter of a government agency or the police for force majeure; a letter of recommendation of the regional government, at the level of the social service at least, for a person unable to pay; a letter of the police, the prosecutor or the court; or the final judgment (Pasal 24(3)). A foreigner who is in Indonesia for deportation need not apply (Pasal 25). The head of the office approves, or the foreigner pays the charge (Pasal 26).

Whether illness is covered is not clear. Pasal 23 names a foreigner whose mind is disturbed and who must be treated in hospital. The list of attachments in Pasal 24(3) huruf a also mentions serious illness (sakit keras) that needs hospital care, and the wording of that line does not say whether serious illness of the body qualifies. We found no ground for ordinary illness, theft or a lost passport. If you are ill, ask the office with the doctor's letter, and do it before the permit ends if you can.

Deportation and the entry ban. Deportation is an administrative action of immigration (UU 6/2011 Pasal 75(2) huruf f, Pasal 78(2) and (3)). The entry ban lasts up to 10 years and can be extended by up to 10 years; a ban for life can be imposed on a foreigner considered a danger to public security and order (Pasal 102(1) and (3), as amended by UU 63/2024, in force since 17 October 2024; before that the ban was 6 months, renewable). An application to lift a ban imposed for overstaying more than 60 days, or for not paying the charge, carries a state charge of Rp90,000,000 (PP 45/2024 Lampiran angka VI huruf E); we did not read the procedure. The foreigner may object to the Minister, but the objection does not stop the action (UU 6/2011 Pasal 77(1) and (4)).

Detention and return. Immigration may place a foreigner whose permit is no longer valid in an immigration detention house or room (Pasal 83(1) huruf a), until deportation (Pasal 85(1)); where deportation cannot be carried out the Act allows detention for up to ten years (Pasal 85(2)). The sponsor must pay the cost of removing a foreigner whose permit has ended or who is deported (Pasal 63(3), as amended by UU 6/2023). An immigration guarantee can pay the charge for staying less than 60 days past the end date (PP 31/2013 Pasal 171D(2), inserted by PP 48/2021 and not changed by PP 40/2023). The detention rooms and houses, the periods, the written decision and how to object are on the page on detention and deportation.

Criminal provisions near overstay, as adjusted by UU 1/2026

Overstay itself is handled by the administrative rules above. We found no text that makes staying past the end date an offence by itself. Whether Pasal 119(1) (a foreigner who enters or is in Indonesia without a valid travel document and visa) reaches someone whose permit has lapsed the text does not say, and we state no view.

UU 1/2026 on the adjustment of criminal penalties (Penyesuaian Pidana, in force since 2 January 2026) restates the penalties of the immigration law in the fine categories of the Criminal Code: category II is Rp10,000,000, category III Rp50,000,000 and category IV Rp200,000,000 (UU 1/2023 Pasal 79(1)). Where the old text threatened detention (kurungan) together with a fine or as an alternative to it, the detention is removed and a fine remains: Lampiran I nomor 83 lists Pasal 116 and Pasal 124 huruf b with a fine only (see also Pasal II(3)). Older sources still quote the former figures, so the table gives both.

Whether a given person's conduct falls under these provisions is for a court. If you let rooms to foreigners, the duty to give your guests' data to immigration or the police on request (Pasal 72(2), Pasal 117) and the APOA application are on the page on renting a villa to guests, section Foreign guests: the duty to give their data, and APOA. Housing a foreigner whom you know, or should suspect, is in Indonesia unlawfully (Pasal 124 huruf a) or has an ended stay permit (Pasal 124 huruf b) is the offence in the last two rows of the table.

Using an agent or a sponsor

Who may act for you. The foreigner, the sponsor (Penjamin) or the responsible person files through the application (Permenkumham 22/2023 Pasal 98(1), Pasal 167(1)). An individual sponsor must be an Indonesian citizen, and a sponsor can also be a corporation (Pasal 191(2) and (3), as amended by Permenkumham 11/2024). The sponsor answers for the foreigner's presence and activities, must report changes of civil status, immigration status and address, and must pay the cost of removing the foreigner if the permit has ended or the foreigner is deported (UU 6/2011 Pasal 63(2) and (3), as amended by UU 6/2023). A sponsor who deliberately gives false information or does not meet the guarantee commits the offence in Pasal 118 (table above). Some foreigners need no sponsor, for example the spouse of an Indonesian citizen and some investors (Pasal 191(4)); second home and repatriation permits can also be given without one, and an immigration guarantee can stand in (Pasal 191(5) and (6)). The page on visas and stay explains the guarantee.

What the texts do not say. We found no official register of visa agents or immigration consultants, no licence for filing applications for others and no rule on what an agent may charge, on imigrasi.go.id or in the regulations we read. So there is no list we can point you to for checking that an agent is licensed. The page on how to check a professional covers the professions that do have registers.

What you can check yourself. The sponsor: the sponsor's guarantee goes with your application (Pasal 98(1) huruf b); if the sponsor is a company, look it up in AHU Online as the page on checking a developer or seller shows, section The company: AHU Online. The application: ask for its register number and look it up yourself in the tracker with your passport number; you need no help from the agent for that. The payment: the official pages describe card payment on the official site, or payment by billing code at a designated bank; we found no official page that takes an immigration charge by transfer to a private person. The permit: it is sent to you or the sponsor electronically (Pasal 99(3)); ask to receive it yourself.

What to hand over. The online extension of a visit permit asks for scans of the passport (official page), and the permit comes by email (release of 3 January 2024). We found no step of that procedure that needs your original passport to stay with a third party. A photo is one of the steps (Pasal 99(1) huruf b); if the office asks you to come, go yourself. Our suggestion, not a rule: keep your original passport, and if you must leave it, take a written receipt with the date, the register number and the name of the person who holds it; never give a card code or a one-time code to anyone.

If an agent disappears with your passport or your money. We found no text in the permit regulations that sets a procedure for a foreigner whose passport is held or lost. Our suggestion: report it to the police and to your embassy, and go to the immigration office of your residence before the permit ends. The filing rule protects you only if you filed and paid. The law does let you leave a sponsor who does not act: you may state that you object and no longer agree to be guaranteed by the previous sponsor, and a new sponsor can then file for you (Pasal 192(3) to (5); Pasal 98(2)). Complaints about immigration services can be sent through LAPOR, which the official site links. Taking money or a passport and not filing may also be a matter for the police; we did not research that law.

What never to accept. A visa or permit that rests on documents you know are false, such as an invented sponsor letter, bank statement, company or investment. A foreigner who knowingly uses a permit obtained that way commits the offence in Pasal 123, and giving false information to get a visa is a ground to refuse the permit (Permenkumham 22/2023 Pasal 136(1) huruf d).

Questions to put to the immigration office and to an agent

Which immigration office covers the address where I live, and does it extend my kind of permit online or only at the office? (The official list shows Ngurah Rai, Denpasar and Singaraja for Bali.)

My permit ends on a given date: what is the latest day and the way to file, and will I get an electronic notice of receipt and the register number?

After I pay, where do I see that the extension is recorded, and what do I carry if the system is down on the last day?

Can I change to a limited stay permit from the permit I hold, or do I need the transition permit first, and by which day must I apply for it?

If I fall ill or lose my passport near the end date, who can file for me, and what does the office need? Does my case fall under one of the six no-charge cases?

If I have already stayed past the end date: how many days, what is the charge, and is the 60th day counted as under or over?

To an agent: who is my sponsor (the name and, for a company, its registration), what is the register number of my application, and will you give me the electronic permit when it is issued?

To an agent: what is the government charge and what is your own fee, each stated separately and in writing, and to which account is each paid? Will you keep my original passport, when the application asks only for a scan?

What we could not confirm

The e-visa site itself. evisa.imigrasi.go.id was not readable by our tools, so the steps on this page come from imigrasi.go.id pages dated 2024 and 2025. Screens and labels may differ today.

Whether the 60th day past the end date falls under the charge or under deportation: the Act and PP 45/2024 word the limit differently.

Whether serious illness, theft or a lost passport qualifies for the Rp0 charge. The texts list a hospitalised foreigner with a disturbed mind, force majeure, inability to pay, deportation, law-enforcement handling and a court judgment.

How to apply to lift an entry ban, and any way out of it other than the fee in PP 45/2024.

A procedure for a foreigner's lost or held passport in the permit regulations we read.

Which visit-visa indexes beyond C1, C3, C4, C9 and C11 can be extended online, and whether a visa on arrival issued as a sticker is extended online: the official B1 page and the news item of 8 November 2024 differ.

Whether the extension of a visit visa needs a sponsor. The news item of 8 November 2024 says holders of a 60-day visit visa who want to extend must have a sponsor, while Permenkumham 22/2023 Pasal 98(1) huruf b asks for the sponsor's proof only if a sponsor was used at the visa application, and the official C1 page says no sponsor is needed to apply for that visa, which is not the same as extending it. We cannot reconcile them: read the form on the e-visa site and ask the office.

Whether an office accepts an application for a change to a limited permit filed later than 30 days before the visit permit ends (Pasal 166(2) sets 'paling lama 30 hari sebelum', which in this regulation marks the latest day).

What happens at the departure gate to someone whose extension is not recorded: we found no official statement.

Fees. We give only the overstay charge, the no-charge rule and the lifting fee. The extension fees are on the official pages, which differ from each other in places.
